Michael, it called a oil and wax finish, you clean the trolley with a wire brush or wheel. you try to just take off the heavy rush, then you wipe it down with oil, reg motor oil. then burn the oil off with a torch , let it cool down a bit then use a paste wax, like mimwax for hard wood floors . then buff it to a finish
